Holders of $100 and $50 notes can sell them at a premium in Zimbabwe, underscoring a huge currency shortage despite bond notes being brought into circulation late last year IT’S official: cash is on sale in Zimbabwe. But not just any kind of cash — high­value denominations of the US dollar are the most sought­after notes on the market. Cash­ starved and desperate foreign investors are paying a premium for $50 and $100 notes. Black market dealers are paying a cool 15%­20% premium for crisp Benjamin Franklins and about 10%­15% for $50 notes. This comes after central bank governor John Mangudya introduced bond notes to ease a cash crisis in November.



The US dollar has become scarcer since then. But how does it work? Thanks to tight exchange­control regulations on foreign payments instituted by Mangudya last year, there is strong demand for high­value notes. The lucky holder of a $100 note will get up to $120 from a dealer in smaller US dollar denominations, such as the $20, $10, $5, $2 and even $1 notes. The sought­after denominations are then sold at a slightly higher rate, and quickly find their way to various destinations around the world. The Financial Mail has established this from a number of cash dealers, who would not be named. Smaller denominations make it tougher to move cash out of the country, while high­value ones can be smuggled out under the watch of unsuspecting authorities in small but valuable wads. So far, no arrests have been made by the authorities, who have threatened to descend heavily on unscrupulous traders as trade booms in the capital. Apart from dealers, other buyers want US dollars to preserve value amid inflation fears. Mangudya last year said a total of $2bn had left the country illegally. A traveller can take a limit of $1,000 and R20,000 out of the country at a time. Though daily cash withdrawal limits were reduced to $1,000 by the central bank, banks offer limits of as little as $20/day, and a maximum of $100 paid mostly through bond notes and coins. Banks say deposits are also not forthcoming, as clients are holding on to cash. And heightened inflation fears have led people with healthy bank balances to move funds out of their banks.

Analysts say the withholding of deposits is part of a wider plan by Zimbabweans to preserve value and prevent a recurrence of 2007/2008, when balances were reduced to nought due to hyperinflation. The practice has been prevalent for a few months, banking executives told the Financial Mail on condition of anonymity. Even the bond note is being traded by individuals seeking quick cash, with a rate of up to 10% for amounts under the 1,000­bond note. For amounts higher than the 1,000­bond note, individuals get charged as much as 15%­20%. But bond notes, like the US dollar — the unit they are said to be equivalent to — are scarce in the market. Analysts say Mangudya is playing it smart in a market that is betting on him to introduce an excess of bond notes. He claims the currency is backed by a $200m African Export ­Import Bank bond facility, though the bank has not confirmed its existence. He said two weeks ago that $120m of bond notes had been released into circulation.

Mangudya’s predecessor at the central bank, Gideon Gono, is widely blamed for runaway inflation that eroded the value of savings in 2008 in a bid to prop up President Robert Mugabe’s rule through quasi­fiscal interventions. Zimbabwe’s cash situation has hurt companies. Tiger Brands, which holds a 37% equity stake in the country’s largest miller and stock­feed producer, National Foods, struggled last year to get dividends due to it after banks’ nostro accounts ran dry. A nostro account is a foreign currency account that a bank holds with another bank. Only last week the central bank said it was finalising documentation to draw down on a $220m nostro stabilisation facility, which Mangudya said would ease a foreign payments backlog. He said Zimbabwe had $250m in nostro accounts, a paltry amount considering high imports into the country. The country imported goods worth $5.2bn in 2016, compared with $2.8bn in exports. The introduction of the facility comes at a time when banks have struggled to process foreign payments due to depleting nostros. As a result, companies have failed to pay for imported raw materials, thereby threatening industries. A Bond is a Promise so that capitalists can invest using our real money, a bond is a token, like the one u get if u buy coke without empty bottle deposit, Bond money is like fuel coupons. Bond notes are a diversion so that capitalists borrow your real money while you don't realize it.
Automatically having bond notes, it means the bank has tricked you and borrowed your money without you knowing or realizing , 

Bond is a future liability, someone will have to pay later.
Bond has no insurance, it can be useless at any second


Currency and cash are 2 different things, Currency is a system, and money these days is not backed by physical liabilities. but its value is fiat, meaning its based on faith. A currency is a promise and currency value is the bearers belief in the promise fulfillment. And if people don't believe in Bond notes then their value is depreciating.
It costs money to make bond coins, Why not utilize already existing currencies, like zimswitch, Ecocash, Mobile money, Systems like ecocash need a small upgrade to a peer to peer instant payment system,
Central Bank does not want you to externalize USD, not because it causes money shortages, It does not cause money shortage because its your money not Zimbabwe's money. Central bank just doesn't want you to lend other countries bank money, 

They want you to lend it to them so when you want it they will tell you that they don't have cash, that's a lie .

Its not that the bank has no cash, Its because the bank has no money they don't want to give you the little that you have so they can invest in on the stock market.
Bond notes will not allow you to import, Central bank will hold  us dollars and release bonds, 


Where will they put all the money they will be holding? is it going to disappear or they are doing to put in on the black market so few individuals can benefit.
If i import using my money, i will not go to the bank and claim it because i have already used it. So what causing cash shortages???
Loans are the main tool in cash shortages because banks create money in the form of loans , the money is coming from nowhere , This money was created from nowhere not backed by physical commodities so, Importing doesn't harm the bank unless the bank is in debt and the bank doesn't want to have to send foreign currency to the country of import purchases.
There is cash shortage because our System keeps creating money forgetting they cant create the physical cash. If people work and earn money then there must not be cash shortages because people have worked and got paid. Civil servants salaries coming from tax money, its real money. If a supermarket sells to a person using bank cards money will be debited from the buyers account and credited to the seller, accounts balance and does that cause cash shortages?. Its simple money was created, banks created loans which are not backed by real physical money, The central bank borrowed money from the future and the country goes deeper into national debt and the workers suffer and go poorer , whilst capitalists and bankers get richer. Later in years Recession happens bond notes are created and credits go stale and disappear.
Bond notes are only a gimmick Zim dollar is already working virtually so bond coins have no advantage or disadvantage.
Solutions
Allow international banks to operate in Zim in a free market system, Richest countries in the world are at least 80 percent free market economies.
The government limits export because it would not directly benefit from peoples real cash money. You bank your money and when you want to use it outside Zimbabwe it will be valueless, So solution is to open Foreign Currency bank accounts with international banks.
Barn Bank Loans, Loan is money which is not there and there will be massive cash shortages until all people pay up loans.
Why is cash not Balancing with money in the banks?
If i have 1000usd cash and put it into the bank along with other depositors then after a month I want to withdraw my 1000usd and the bank tell me there is no cash.

All bank charges must be dropped for convenience purposes, Actually banks should pay interest, so people can use ecocash, mobile money, zip-it for peer to peer trading and not need cash. if there r no charges or complicated processes kana madomasi pamusika panenge akutengwa ne ecocash or mobile money.
Anyway banks use this method, most banks here in Zim operate under a foreign intermediary bank, they are more like agents in big offices. They externalize foreign currency benefiting but the nation suffers, by putting ur money in their banks you are also externalize money, in other ways these banks are embassies of foreign banks.
SUBSTITUTE TAX, have people bring in money from outside. free duty, govt will benefit the tax from sales tax, Vat pa internal trading MasterCard and Visa USD international Accounts.

3 million Jobs in Zimbabwe at last

People cried in Zimbabwe, They Suffered, Crying for Jobs saying "We are an Educated People". I did my survey in various Locations and Ghettos, Met the people and we talked about issues troubling them.

Most of them where not as Educated as they said, They were just people who went and finished school but were neither educated nor passed. Some failed grade 7 and they expect to find a job in a bank, Some have Zero O levels and they want a job at delta cooperation. .

So i asked them individually, So tell me what job would like to do?, most of them couldn't even at least reply. The few that replied said "Rese Rese Mudhara"
Then i said "guys i see in the newspaper everyday in classifieds vacancies column  there is always plenty jobs, Why cant you apply.

I realized most of the people who cried for jobs have never even looked for a job their entire life, They never wrote a CV, some of them don't even know what a CV is. And most of them didn't have any other learnt skill which is non academic eg motor mechanics, welding, etc.

There are always Jobs in the classifieds but most people don't qualify. There are jobs ready everywhere around Zimbabwe, Man power is even in shortage. Shops need cleaners, companies need security guards, professionals need house girls,baby sitters and garden boys. People will say "no zvinomakisa" but the same people go to South Africa and they do the same jobs they refused to do in zimbabwe. Its called ego, they want easy money, they don't want to either work or study to become who they wanna be, Zimbabwe's ex Governor Gideon Gono did his O level when he was 28. Now he has an economics book studied at universities worldwide even in the states.

People are used to working for someone for something they can do themselves, sell and keep all the money, People would rather work for a big company as a mechanic who will service $10,000us worth car repairs. The company will pay them $500 from the $10,000us they worked for for the whole month.

God created us all for a purpose here on earth and if you don't claim your purpose someone will take it and used for their own benefit. You will become their worker and call them boss yet you are the one with what he needs.

If you have failed academics no problem there many other non academic skills you can aquire. Now pliz stop complaining about a job if you have never even looked for it, if you are not qualified or under qualified.

South African Rand Falls Again

JOHANNESBURG. – South Africa’s rand fell against the dollar yesterday amid investor uncertainty over whether the central bank will raise interest rates this week. Stocks opened 0,13 percent lower at 46,687 points on South Africa’s blue-chip Top-40 index. At 0730 GMT the rand had slipped 0,19 percent to 14,3000 per dollar, surrendering the gains of the previous session as the greenback climbed to a seven-month high. US interest rates are expected rise before year-end.
Government bonds were flat, with the yield on paper due in 2026 unchanged at 8,55 percent.
The market is divided over whether South Africa’s Reserve Bank will leave benchmark rates unchanged at a policy meeting today. According to a Reuters poll, 21 of 35 economists predict rates will be held at 6 percent with the other 14 forecasting a hike. The rand has been on the ropes for most of 2015, losing over 20 percent against the dollar, but hiking rates to underpin the currency risks slowing an already struggling economy.


“The problem with rand weakness is that it starts a vicious circle, where investors choose to withdraw rand bond and equity investments to avoid further currency loss, which in turns drives further rand weakness,” said economist at Investec Annabel Bishop. – Reuters.

This was as inclement weather and hail left a trail of damage in parts of Limpopo, Pretoria and the East Rand yesterday.
A video has also emerged of a car apparently trapped in a heavy downpour in Pretoria West.
South African Weather Service forecaster Elisabeth Webster said there was a good chance of showers and thundershowers with the possibility of severe thunderstorms in the three provinces for the rest of the week.
"The rain will help alleviate the heat and there will be cooler temperatures," she said.
Parts of the country, including Gauteng, experienced a heatwave last week with temperatures in some areas exceeding 40°C.
North West, KwaZulu-Natal, Free State, Limpopo and Mpumalanga have been declared disaster areas. Some areas in Gauteng experienced water shortages.
Webster said Springs on the East Rand experienced the highest rainfall during Monday's downpour with 44,6ml. Pretoria had 23,4ml and the OR Tambo International Airport 15,6ml.
While there was hail in parts of Limpopo, the province did not experience significant rainfall.
Johannesburg environment and infrastructure mayoral committee member Matshidiso Mfikoe told News24 while the rain could bring some relief, it would not be enough to fundamentally shift the city's situation where demand often exceeded supply.


"It will relieve us somehow, but we still need to save."
Large hailstones, some almost the size of tennis balls, and the stormy weather wreaked havoc in Limpopo and the East Rand on Monday.
In Brakpan, at least eight cars were reportedly trapped under the fallen roof of a Caltex station.
Netcare 911 said no-one was injured in the incident.

Tsvangirai has associated himself with Mai Mujuru

Opposition MDC-T leader Mr Morgan Tsvangirai yesterday admitted he was in discussions with expelled former Vice President Dr Joice Mujuru for a possibility of working together in a bid to dislodge President Mugabe and Zanu-PF from power in 2018.

Working with the opposition to undermine Zanu-PF was one of the charges Dr Mujuru faced as she was fired from Zanu-PF and Government.

However, Mr Tsvangirai said they had not reached a point of negotiating for a coalition given that Dr Mujuru was still to form a political party. “How is it a coalition when the people involved have not even discussed the issue . . . discussions about discussions are not coalitions, any coalition is based on institutional relations not individuals,” said Mr Tsvangirai in an interview with ZiFM last night.

“Mai Mujuru has not launched a party. You can’t talk of a coalition of Mujuru and Tsvangirai when she has no party.”

Mr Tsvangirai did not rule out the coalition with Dr Mujuru saying: “It is not cast in stone. We are open to discussion. We are open to converse about what are the possibilities for the country . . .”

On whether he was ready to deputise Dr Mujuru in the event of an opposition coalition winning the election, Mr Tsvangirai was evasive, pointing to a potential leadership tussle should westerners who are believed to be trying to get Tsvangirai and Mujuru together have their way.

He said coalition partners would have the mandate to decide who among them should be the leader of the country.

Turning to the presidential term limits, Mr Tsvangirai said he was not prepared to stand down as long as his supporters showed confidence by retaining him.






Mr Tsvangirai has been at the helm of the MDC-T for 16 years now after tinkering with his party’s constitution. The party holds congresses every five years to choose their leadership and Mr Tsvangirai has always manipulated his way to stay in power.

“I can’t stand up there and say because some people feel that I have stayed long when my own congress feel they have confidence in me,” he said. “It flies in the face of democratic principles of subjecting yourself to the voice of the people.”

This resulted in some listeners slamming Mr Tsvangirai that if he could not run his party democratically, how would people expect him to run the country democratically.

Mr Tsvangirai in the interview also denied links with the US saying his party had roots in Zimbabwe.

But there was time when Mr Tsvangirai was forced to participate in the elections by the US government, arguing that would he expect to rule the country if he boycotted elections. In what appeared to be confirmation of the US’ growing displeasure at Mr Tsvangirai’s leadership style, Mr Gregory Simpkins, a director in the Subcommittee on Africa, Global Health, Global Human Rights and International Organisations, said local opposition parties could not criticise a system that they were not part of.

Mr Tsvangirai had vowed his party would not participate in any polls without electoral reforms amid reports that the former trade unionists had fallen out of favour with most of his party Western funders.

“Often times we have heard the opposition saying it is tough to compete, they have to find a way of being effective rather than just saying it is too tough to compete so we are not going to take part. If you do not take part in an election process, how can you criticise something that you did not even test?” Mr Simpkins queried

At the time Mr Simpkins made the remarks, he was in the country as part of a two-man US Congress delegation on an investigatory mission to find ways of mending relations between Harare and Washington

Tsvangirai was battling to ward off criticism of his decision with accusation he literally donated 16 parliamentary seats to Zanu-PF in June by-elections triggered by his recall of “rebels MPs”

Established artists feel threatened by new talent and they make sure new talent in never heard, what a pity grown ups behaving like kids.the people they are now supposed to be mentoring and giving awards they compete with. This year awards i expect a difference, any nomination for local awards will be an insult to me, We cant expect Tuku to be competed with an artist that began music last year, he is our father figure in music and you cant compete Dr Clarence with producers who are his students, the same with other matured fellow producers like Sani Makhalima, Russo, Mac Dee, Lazzy T, Dj Mbale, this time we should be competing with Africa and we need real producers and real artists, there are few producers we cant expect to put us on the map with their music that sounds like cans and cowbells.

I am appealing to Artists like Roki, Sani Makhalima, Ngoni Kambarami, Audius, Bee Kay and Kazz, Major E, Winky D, Africa music must be taken over, we need to be out there, Darula stop wasting your talent tryna make it in Zimbabwe, Africa needs you, Naijas and South Africans are no better than us, the starting point is let us stop imitating other peoples sound. Lets leave a legacy for future generations, enough of this Zimbabwean industry controlled by fools. Yesterday i came across a radio Dj posting himself in Zimbabwe's top 10 handsome list, when i discovered his age i felt pity for him, Millionaires in Zimbabwe busy taking selfys and putting them on social media people like Strive Masiiwa busy doing developmental Projects that concern Africa. Just look around you, how many jobs has econet created? Yet some grown men want to overtake Telecel. You wanna be successful? Philanthropy is the highest stage of success.

Mujuru summoned to High Court

Former Vice President Dr Joice Mujuru has been summoned to an edict meeting set for today at the High Court to appoint an executor of the estate of her late husband General Solomon Tapfumaneyi Mujuru.

Relatives and other interested parties have also been advised to attend the crucial meeting.

Gen Mujuru died in an inferno at his Ruzambo Farm in Beatrice in 2011.

He is believed to have had many children out of wedlock, with some of the children reportedly now living in the United States, Canada, Australia, the United Kingdom and South Africa.

Master of the High Court Mr Eldard Mutasa yesterday confirmed that the edict meeting will be held today.

“We have already notified the family of this meeting through their lawyers Kantor and Immerman,” said Mr Mutasa.

“The purpose of the meeting is to appoint an executor dative who will administer this estate,” read the invitation.






“We will also discuss the assets and liabilities of the estate, identify potential beneficiaries and any other business relating to the estate. Please inform the next of kin, deceased’s relatives and any or interested parties about the date and time of the meeting so that they can also attend.”

The edict meeting comes at a time when Dr Mujuru reportedly challenged those who are claiming to be Gen Mujuru’s children born out of wedlock to undergo paternity tests as the fight for the national hero’s estate gets nasty. Gen Mujuru’s estate is believed to run into billions of dollars.

He was ranked among the richest Zimbabweans with business interests cutting across almost all sectors of the economy, from diamonds to chrome.

General Mujuru’s will has disappeared, forcing one of his children Tendai to seek legal action after the national hero’s widow failed to register his estate in terms of the law.

According to the Administration of Estate Act Chapter 601 Section 5, the estate should have been registered within 14 days of Gen Mujuru’s death.

Dr Mujuru was supposed to have registered the Estate in her capacity as the closest person to the deceased, although the law does not bar intended beneficiaries from doing so.

The 29th edition of the 21st February Movement celebrations held in Victoria Falls at the weekend attracted tourists from all over the world. At least 20 000 local delegates graced the occasion, while tourists from across the globe thronged the resort town to ensure their visits coincided with the birthday bash.

Director of This and That Safaris and Tours Mr Thembinkosi Dube said his company got many foreign tourists who scheduled their visits to coincide with the 21st February Movement celebrations.

“The bash attracted many people and we also got foreign tourists who came mainly for the birthday celebrations, although they remained here after the event for their normal tour,” he said.


Chairperson of the Hospitality Association of Zimbabwe for the Victoria Falls chapter and a manager at Elephant Hills Resort, Mr Trythings Mutyandasvika said all hotels and lodges in the town were fully booked and that the transport industry had been busy from February 26 to 28.

“We had three days of brisk business around the town, he said. On February 27 and 28, all hotels and lodges in the town were fully booked. Safari and tour operators and other service providers also enjoyed the great event that attracted scores of people from all over the country and beyond our borders.”

Mr Mutyandasvika said February was normally a quiet month in terms of business in the resort town, but the celebrations had brought some life to Victoria Falls.

Umguza National Assembly member Cde Obert Mpofu said hosting of the event was a blessing for Matabeleland North province.

“Apart from being a very successful occasion, it has actually raised the flag not only of Victoria Falls, but for the province at large,” he said.

Matabeleland North Minister of State for Provincial Affairs Ambassador Cain Matema said, “We feel honoured to host the celebrations this year and everyone in Victoria Falls has benefited business-wise. Business was high for the hotels, lodges, safaris and tour operators in the town.

Zesa Cancelled

The State Procurement Board has officially cancelled the Zesa Holdings tender for smart meters which had been inflated by former Energy and Power Development Minister Dzikamai Mavhaire with the intention of getting kickbacks from potential bidders.
The 300 000 smart meter tender was cancelled following a request by the Zimbabwe Electricity Transmission and Distribution Company which argued that there were no such potential sites countrywide in need of those units.
Cde Mavhaire and his erstwhile deputy Cde Munacho Mutezo had forced Zesa officials to tender for such a bloated figure, yet the pair was advised that the power utility needed only 60 000 meters.
ZETDC managing director Engineer Julian Chinembiri yesterday confirmed the cancellation of the $120 million tender, saying another one would be floated soon.
“The tender has officially been cancelled and the State Procurement Board has written informing us of the cancellation of the tender,” he said. “We are now going to have another one indicating the exact number we want, which is in the range of 60 000.”

Cdes Mavhaire and Mutezo allegedly wanted more smart meters so they could get more money through kickbacks, with each bidder expected to pay a certain amount per meter to oil their hands.
Eng Chinembiri said the power utility would begin with a pilot project of 10 000 smart meters, a move which initially had been quashed by the two, who described it as a waste of time.
“We are preparing the papers and by the end of this week we would have submitted them to the SPB for them to invite potential bidders for the pilot project,” he said.
“Suppliers should have their funding and on the pilot project, we need to have four or five suppliers, supplying different types of meters. This is for us to test inter-operability. We are also going to test the communication part of the meters, that is they are going to be installed in different parts of the country while we will be monitoring them in Harare.”
Expectations are that the smart metering technology, which reports to the centre any meter by-passing, would curb power theft and increase revenue generation as compared to pre-paid meters.
Eng Chinembiri said while the pilot project would be under way, the power utility would be carrying out an audit to establish the exact number of properties in need of smart units.
“We have to see how many large power users we have countrywide, but we are working with about 60 000,” he said. “These are customers who use above 100 amps.”
More than 300 companies had already bought tender documents on the initial tender.
Zesa has been losing more than $10 million in revenue every month due to defects which are on the pre-paid meters supplied by ZTE from China, Nyamazela of South Africa and local firms Finmark and Solahart. As a stop gap measure, Zesa is now mounting prepaid meters on poles instead of houses to curb tampering and power theft.
More than 540 000 units of pre-paid meters have been installed since August 2012.

Telecel Saga New Twist

SOME shareholders of the Empowerment Corporation, a 40 percent shareholder in Telecel Zimbabwe, say there was no agreement between EC and Brainworks Capital regarding the sale of EC’s stake in the country’s second biggest mobile phone company.

As the shareholding saga deepens, Dr Jane Mutasa, a significant founding shareholder in EC, said that she was not part of the purported meeting that is said to have approved the transaction to sell the stake to the locally registered private equity firm.

Magamba Echimurenga, another founding EC shareholder, said the planned disposal of EC’s shareholding in Telecel was illegal as it was being pushed through illegitimate structures in an elaborate scheme designed to swindle them out of their shares.

Magamba Echimurenga chairman Mr Andrew Ndlovu said exiled businessman James Makamba’s Kestrel Corporation, Dr Mutasa-led women’s group IBWO, her investment vehicle Selpon Investments and Magamba Echimurenga were the only fully paid up members of EC with legal authority to make decisions on behalf of the entity.

“We were never part of that meeting (which allegedly approved the sale of EC’s stake in Telecel). Only fully paid up members have the legal authority to decide on that in a legal procedure and according to the Companies Act,” Mr Ndlovu said yesterday.

Mr Ndlovu said other original prospective shareholders in EC, namely Zimbabwe Farmers’ Union, National Liberation War Veterans’ Association of Zimbabwe, Integrated Engineering Group (fronted by Leo Mugabe) failed to pay for their allocation.

He added that there were illegal attempts to sneak back in beneficiary groups that failed to pay for their shares and legalise their entitlement while at the same time booting out legitimate shareholders.

“They may think that this is the end of the story, but what they do not know is that it could be the beginning of unending legal battles in Empowerment Corporation,” he said.
Mr Patrick Zhuwao, whose role as chief executive of EC is being contested, told this paper last Friday that shareholders had accepted the offer after taking into account that the company was operating without a licence after failing to pay for its renewal.

He said the meeting also resolved to revert to the original shareholding structure that prevailed when the Government issued Telecel with a licence in 1998 to empower locals.

Dr Mutasa said she was never part of the meeting that approved the sale and that whatever was agreed at the purported extraordinary general meeting was illegal.

“We were not part of that meeting and whatever was agreed on is null and void,” said Dr Mutasa.

“We were given the licence by His Excellency President Mugabe to empower Zimbabweans and why the talk about selling the shares? I don’t even know who Brainworks is and someone is now claiming that I have agreed to sell my shares.

“Someone is playing games and it’s not fair. It is not in the best interest of indigenisation.

“After all, if any partner decides to sell their shareholding, the first right of refusal should be offered to existing shareholders. We want the right procedures to be followed,” she said.

Dr Mutasa said there was nothing wrong with accommodating other supposed beneficiaries who failed to pay for their shares, but it should be done properly.

Dr Phillip Chiyangwa, another founding shareholder who later sold his stake, said any actions on Telecel should be co-ordinated between the Government and EC. He said the licence was given to EC primarily as a way of empowering indigenous Zimbabweans.

“So any move to reverse that arrangement should be dismissed with the contempt it de- serves.

“What should be happening in Telecel is reconstitution of the shareholding of the foreign partner who has failed to pay for licence renewal. This does not make sense at all,” said Dr Chiyangwa.

“What Brainworks needs to understand is that the licence was issued as a way of broad-based empowerment of Zimbabweans and that arrangement should be maintained,” he said.

Dr Chiyangwa added that although there were shareholding wrangles in EC, any measures to resolve them should be taken in the spirit of maintaining that objective.

Efforts to get a comment from Mr Zhuwao were fruitless by the time of going to press.

If you cant afford then go to prison there is free food, accommodation and free education, you will walk out with a degree. Zesa price goes Up

Zesa Holdings has said it will have to raise electricity tariffs by six percent to cater for salary arrears amounting to $117 million arising from a gazetted 2012 collective bargaining agreement which management ignored.
The power utility conceded bungling by not honouring the collective bargaining, but is arguing that abiding by the award will result in the payroll shooting by $5,6 million per month, a figure that can only be raised through increasing tariffs.
The arbitrary award, which would have a heavy bearing on electricity consumers, was granted by retired Supreme Court judge Justice Ahmed Ebrahim and Professor Emmanuel Magade.
Zesa Holdings is now offering the workers $21 million spread over four months, arguing that their demands were “unrealistic.”
Instead of paying the collective bargaining award when it was still affordable, the Zesa management for the past three years unsuccessfully contested the result which came out as a result of Statutory Instrument 50 of 2012.
Now, the figure has ballooned and has to be backdated.
The dispute is also likely to cost Zesa another $5 million in tax liabilities, according to calculations by the Ministry of Energy and Power Development.
Zesa head of finance Mr Eliab Chikwenhere said the firm was in a “parlous financial situation” and its liabilities exceeded the assets.
He said in any case, Zesa needed to raise tariffs to meet its obligations.
Responding to the ruling yesterday, a Zesa senior executive said any compliance with the award meant an increase in tariffs.
He said the firm was prepared to part with only $21 million to avoid increasing tariffs and burdening consumers.
“The demands by the workers are unrealistic, but we have come up with a concessionary figure which reflects what the business can pay,” said the senior executive.
“We admit we signed an agreement and we have to comply, but as a gesture of goodwill this is what we can afford. First and foremost, before any considerations, Zesa should be able to generate electricity and that is why we have $21 million as our maximum figure.”
Added the senior executive from Zesa: “Implementing the award will require a six percent tariff increase to meet the $5,6 million additional figure per month of the current payroll. This will burden the already overburdened consumer as well as impacting negatively on service delivery.”
The collective bargaining agreement provided for Zesa to effect a minimum increment of $275 and 12 percent grade differentials, 2,5 percent step (notch) differentials, non-pensionable allowance (30 percent of basic salary), $70 transport allowance and $23 canteen allowance (grade 1 to D2) with effect from January 2012.
In their ruling, Justice Ebrahim and Professor Magade said the power utility should honour the collective bargaining agreement and conduct a re-grading exercise.
They said Zesa should start paying employees according to qualification and seniority.
“The claimants should comply with the National Employment Council salary scales arising from the 2102 CBA,” reads the ruling.
“The claimants should, consequently, conduct a re-grading exercise so that all their employees are placed in their correct grades in the NEC salaries scales, according to each employee’s qualifications, date of entry into service and any other relevant factors, irrespective of the grade such employee currently occupies under the Zesa scales.
“This exercise should be back-dated until the date on which SI 50 of 2012 came into effect and any salaries and benefits should be calculated from that date, and should be completed within six months of the date of this award. Any back-payment should be paid within that period.”
No employee, the ruling stated, should, as a result of the re-grading exercise, receive salary or benefits lower than he or she currently received.
The arbitrators, while acknowledging Zesa was “not fully delivering what it ought to”, said it had created legitimate expectations among the workers and should honour that.
Reads the ruling: “Whilst it is true that public policy dictates that an award which has the effect of driving the employer into insolvency should not be made, it is equally true that where an employer has entered into an agreement with his employees he creates legitimate expectations amongst the workers. Public policy becomes something of an unruly horse which gallops in multiple directions.”
According to the Ministry of Energy and Power Development, the least worker is owed $1 628, while the highest paid (skilled) worker should get about $2 418.
But workers, through the Zimbabwe Energy Workers Union, claim the liabilities to be $5 607 and $37 102, respectively.
The power utility has more than 7 000 workers countrywide.
