PARIS. — Malaysia is “almost certain” that plane debris found on Reunion Island in the Indian Ocean is from a Boeing 777, the deputy transport minister said yesterday, heightening the possibility it could be wreckage from missing Flight MH370. The object, which appeared to be part of a wing, was being sent to offices of France’s BEA crash investigation agency in Toulouse to verify if was indeed the first trace of the lost plane to be found, Malaysian Prime Minister Najib Razak said.

Malaysia Airlines was operating a Boeing 777 on the ill-fated flight, which vanished in March last year while en route from Kuala Lumpur to Beijing in one of the most baffling mysteries in aviation history. The plane was carrying 239 passengers and crew.

Search efforts led by Australia have focused on a broad expanse of the southern Indian Ocean off Australia. Reunion Island, where the debris was found washed up on Wednesday, is a French overseas department roughly 3 700 km away, east of Madagascar.

“The location is consistent with the drift analysis provided to the Malaysian investigation team, which showed a route from the southern Indian Ocean to Africa,” Najib said in a statement.

There have been four serious accidents involving 777s in the 20 years since the wide-body jet came into service. Only MH370 is thought to have crashed south of the equator.

“No hypothesis can be ruled out, including that it would come from a Boeing 777,” the Reunion prefecture and the French Justice Ministry said in a joint statement on Thursday.

Aviation experts who have seen widely circulated pictures of the debris said it may be a moving wing surface known as a flaperon, situated close to the fuselage.

“It is almost certain that the flaperon is from a Boeing 777 aircraft. Our chief investigator here told me this,” Malaysian Deputy Transport Minister Abdul Aziz Kaprawi told Reuters.

Abdul Aziz said a Malaysian team was heading to Reunion Island, about 600km east of Madagascar.

Australia’s Deputy Prime Minister Warren Truss said the object had a number stamped on it that might speed its verification.

“This kind of work is obviously going to take some time although the number may help to identify the aircraft parts, assuming that’s what they are, much more quickly than might otherwise be the case,” he said. — Reuters.

First Lady Amai Grace Mugabe’s disclosure that she harbours no presidential ambitions is a call for politicians to move away from electoral and power politics to developmental politics, analysts have said.
They urged all whose names were being touted in the so-called succession matrix to speak out so that the party and Government can concentrate on delivery and development.
In an interview with The Sunday Mail at the weekend, Dr Mugabe said she would rather concentrate on developmental issues and her duties as the First Lady.
Dr Mugabe is also involved in charity work as she runs a children’s home and school in Mazowe for orphans.
She is also the matron for Danhiko School of the Disabled and many other charitable organisations.
Dr Mugabe dismissed as false rumours circulating that she was being groomed to take over from President Mugabe if he retires.
Her comments on presidential ambitions come barely a week after Zanu-PF political commissar Cde Saviour Kasukuwere also distanced himself from succession politics.
Political analyst Mr Alexander Rusero yesterday hailed Dr Mugabe, saying her noble position on leadership was an indirect call for politicians within Zanu-PF and outside to redirect their efforts to politics of development.
“Dr Mugabe is fast becoming a pacesetter as her sentiments to focus on development will go a long way in convincing fellow politicians that development is more important than power struggles,” he said.
“The sentiments are an indirect plea for all politicians to put development issues ahead of personal and retrogressive politics of suc- cession.”
Mr Rusero said the First Lady’s comments put to rest speculation that had been circulating of her aspiring to be the leader of the country as part of the so-called G40 that the private media harps about.
“All the imaginary journalism that we have been seeing in the private press will now come to an end,” he said. “The media should now refocus the kind of reportage on the First Lady.”
Another analyst, Mr Godwine Mureriwa, hailed Dr Mugabe, saying politicians should take a cue from the First Lady and consider people ahead of their brittle ambitions.
“There is need for re-orientation of the total leadership so that they appreciate that they are elected to serve the people, provide shelter, food and other means for the masses to sustain themselves,” he said.
“They must desist from the politics of pulling each other down or to just think of fattening their pockets always. It is not about power, but availing resources to the people.
“The sentiments by Amai Mugabe bring a paradigm shift from electoral and power politics to developmental politics that benefits the nation.”
Lawyer Mr Tendai Toto said Amai Mugabe was already high-profile by virtue of being President Mugabe’s wife and people were simply failing to understand her.
“The statement by the First Lady is welcome in that it has put to rest speculation by certain quarters of the Zimbabwean and international community that President Mugabe was establishing a bedroom Republic post his retirement,” he said.
“The humanitarian responsibilities of the First Lady have been spelt out to all and sundry and such responsibilities are internationally recognised.
“She is already part of the Presidium by virtue of her marriage to the President. She has seen it all on what happens and transpires via the Presidium, to the extent that presidential ambitions speculated by bystanders remain baseless and contemptuous of her dignity and integrity.”
Mr Toto said if the First Lady so wishes, she was eligible, just like any other Zimbabwean, to campaign for the presidency in future but for now the focus, as she rightly put it, was on livelihoods.
“If she nurtures any such presidential ambitions at any other time in the future, she may be eligible and can campaign for the presidential position like any other citizen,” said Mr Toto. HERALD

Gospel musician Mathias Mhere’s six-year marriage has apparently long been a stormy one. The choppy ride over racy mobile phone messages did not start with the exposure of wife Susan Dzinamarira’s alleged affair with Mhere’s friend Gift Mahlupeka recently.

This has been revealed by a source close to the couple who said that Mhere has been involved in extra-marital affairs long before this. This led Dzinamarira to seek an end to the marriage in May last year after she found messages on Mhere’s phone that revealed a passionate affair with another woman.

“Mhere could not find his phone in the house. He turned on the wife and even threatened to beat her up thinking that she had taken it. He went so ballistic that Susan’s suspicions arose even though she had not taken his handset.

“By coincidence, she found it (the phone) when she was cleaning the house and remembering her husband’s behaviour she went through his messages and discovered that he was seeing another woman, Mavis, who happens to have been his backing vocalist at that time,” the source revealed.

“The messages were sexually explicit and in one Mhere was requesting Mavis to refer to him as her husband. In another he was clearly referring to a past sexual encounter and in yet other messages he was describing his wish list pertaining to future encounters.”

Mavis features on Mhere’s third album “Nguva Yenyasha” and has since left the group and is now a married mother of one. Susan did not attend the launch of the DVD, and the source says that it was because that was when she had just discovered the affair.

The source informed this paper that Dzinamarira then approached lawyer Mr Charles Kwaramba and instructed her to file for divorce.

Contacted for comment, Mr Kwaramba confirmed that Dzinamarira was his client and that she did engage him in May last year although he was not at liberty to discuss the matter which was confidential.

“All I can say is that the issue was settled amicably without involving the courts,” he stated. According to our source, some meetings were held at the lawyer’s office during which Mhere admitted his perfidy and promised to reform.

“Susan decided not press for divorce after Mhere begged her to reconsider so the two could try to make their marriage work. I think he did not want to be exposed as a womaniser as it would harm his brand of a clean living and humble gospel musician,” the source alleged.

But, according to the source, this was not the only affair that Mhere had and promised to give us further details in due course.

Dzinamarira declined to confirm or deny the allegations. “Who has been talking to you? I cannot say anything about these matters right now,” she said.

Similarly, Mhere could not be drawn to comment on the matter: “I can’t comment on that issue. Maybe if you call me in the afternoon,” he said before hanging up.Herald

Mujuru hires Naija sangomas

PRESIDENT Mugabe yesterday revealed that former Vice-President Joice Mujuru approached traditional healers and performed wicked rituals in a bid to install herself in his stead. At celebrations to mark the 29th anniversary of the 21st February Movement here, President Mugabe said at one point, Dr Mujuru roped in two Nigerian sangomas in her rabid pursuit of Zimbabwe’s most powerful post.
The President said it was imperative to seek God over superstition.

“We managed to know what Mai Mujuru was doing at her house, even consulting n’angas. Pamwe zvatinomboitwa! (laughs) Pakambobatwa nyungururwi. Ndakange ndisingazive kuti dzinosiyana parudzi; kuita macolours akasiyana.

“Imwe yainzi itsvuku, imwe yaive nerumwe rudzi. Nyungururwi munodziziva? Dzinomhanya maningi dziya idzi. Ndokuiswa muchirongo chine mvura. Imwe ndoyainzi Mugabe, imwe Mujuru, dzichirovana ipapo. Kubva ndamboitwa nyungururwi ini? Zvatinomboitwa kuseri kwatisiri uko!”

He continued: “Recently, she invited two Nigerian sangomas. We heard that they were specialists in the field of witchcraft. They were specialists, yes, but specialists in robbing people, foolish people.

President Mugabe said the rituals were weird as they were conducted while Dr Mujuru was semi-nude.

The President said another round of rituals aimed at engineering his and the First Lady’s death took place at Dr Mujuru’s farm in Beatrice.
“Uko ndiko kwakanourayiwa shanu (hwai). Hameno kuti Mugabe wafa kare apa pashanu apa wange achazomuka ave hwai futi? Asi akanzi akamuka kubva apfupfurirwazve ipapa. Imwe yangu, imwe yemudzimai. Apa handina kunzwa kuti VaMnangagwa vakadii.

“But dzakava shanu (hwai) dzakaurawa kupurazi ikoko zvikanzi pisai. Huku dzese dzaiurawa dzainzi hadzidyiwe. Takapfupfudzirwazve zvikanzi muchaona. I said to myself: ‘Where do these Nigerians get the powers to entrap the soul of a human being into a chicken or sheep and then kill him?”

“God is for us all. I also go to church; I do not believe in superstition. Takafundiswa dzidzo yekwaMwari.”
President Mugabe said sacked Minister of State (Presidential Affairs) Didymus Mutasa was also at the centre of the plot to unseat him unconstitutionally.
He said one should not be power-hungry, adding that at no point had he dreamt of becoming President and was chosen by others to lead.

“I worked alongside my peers. I was never ambitious. I never said I will become a President, really. I just did my work as was given me…
“Not a single Cde I worked with will ever say I complained about the job I had been given, I expressed the desire to get another job at the top. Never, ever. I thought what I have been given was sufficient to make me busy, contributing what I could towards the growth and development of the party and towards growth and development of our struggle.

“But others thought I could lead. I accepted that leadership and I want to say I have done my best and I have never worked in a manner that I was the only one who can do things. No.

“What I have always refused to do is to work outside principle, outside what we would have determined as the programmes within the orbit of definite principles.”

Zesa price goes Up

Zesa Holdings has said it will have to raise electricity tariffs by six percent to cater for salary arrears amounting to $117 million arising from a gazetted 2012 collective bargaining agreement which management ignored.
The power utility conceded bungling by not honouring the collective bargaining, but is arguing that abiding by the award will result in the payroll shooting by $5,6 million per month, a figure that can only be raised through increasing tariffs.
The arbitrary award, which would have a heavy bearing on electricity consumers, was granted by retired Supreme Court judge Justice Ahmed Ebrahim and Professor Emmanuel Magade.
Zesa Holdings is now offering the workers $21 million spread over four months, arguing that their demands were “unrealistic.”
Instead of paying the collective bargaining award when it was still affordable, the Zesa management for the past three years unsuccessfully contested the result which came out as a result of Statutory Instrument 50 of 2012.
Now, the figure has ballooned and has to be backdated.
The dispute is also likely to cost Zesa another $5 million in tax liabilities, according to calculations by the Ministry of Energy and Power Development.
Zesa head of finance Mr Eliab Chikwenhere said the firm was in a “parlous financial situation” and its liabilities exceeded the assets.
He said in any case, Zesa needed to raise tariffs to meet its obligations.
Responding to the ruling yesterday, a Zesa senior executive said any compliance with the award meant an increase in tariffs.
He said the firm was prepared to part with only $21 million to avoid increasing tariffs and burdening consumers.
“The demands by the workers are unrealistic, but we have come up with a concessionary figure which reflects what the business can pay,” said the senior executive.
“We admit we signed an agreement and we have to comply, but as a gesture of goodwill this is what we can afford. First and foremost, before any considerations, Zesa should be able to generate electricity and that is why we have $21 million as our maximum figure.”
Added the senior executive from Zesa: “Implementing the award will require a six percent tariff increase to meet the $5,6 million additional figure per month of the current payroll. This will burden the already overburdened consumer as well as impacting negatively on service delivery.”
The collective bargaining agreement provided for Zesa to effect a minimum increment of $275 and 12 percent grade differentials, 2,5 percent step (notch) differentials, non-pensionable allowance (30 percent of basic salary), $70 transport allowance and $23 canteen allowance (grade 1 to D2) with effect from January 2012.
In their ruling, Justice Ebrahim and Professor Magade said the power utility should honour the collective bargaining agreement and conduct a re-grading exercise.
They said Zesa should start paying employees according to qualification and seniority.
“The claimants should comply with the National Employment Council salary scales arising from the 2102 CBA,” reads the ruling.
“The claimants should, consequently, conduct a re-grading exercise so that all their employees are placed in their correct grades in the NEC salaries scales, according to each employee’s qualifications, date of entry into service and any other relevant factors, irrespective of the grade such employee currently occupies under the Zesa scales.
“This exercise should be back-dated until the date on which SI 50 of 2012 came into effect and any salaries and benefits should be calculated from that date, and should be completed within six months of the date of this award. Any back-payment should be paid within that period.”
No employee, the ruling stated, should, as a result of the re-grading exercise, receive salary or benefits lower than he or she currently received.
The arbitrators, while acknowledging Zesa was “not fully delivering what it ought to”, said it had created legitimate expectations among the workers and should honour that.
Reads the ruling: “Whilst it is true that public policy dictates that an award which has the effect of driving the employer into insolvency should not be made, it is equally true that where an employer has entered into an agreement with his employees he creates legitimate expectations amongst the workers. Public policy becomes something of an unruly horse which gallops in multiple directions.”
According to the Ministry of Energy and Power Development, the least worker is owed $1 628, while the highest paid (skilled) worker should get about $2 418.
But workers, through the Zimbabwe Energy Workers Union, claim the liabilities to be $5 607 and $37 102, respectively.
The power utility has more than 7 000 workers countrywide.

Audits expose 22 ministries

Herald Reporter Auditor-General Ms Mildred Chiri has issued adverse reports on 22 ministries for poor corporate governance, abuse of fund accounts, flouting procurement procedures among other ills, while 10 ministries were given the thumbs up. In her executive summary for Government ministries 2013 audit report, Ms Chiri said the 22 ministries constituted 67 percent of ministries and there was need for them to pull up their socks. “Having obtained sufficient appropriate audit evidence, most of the audit conclusions noted misstatements, material to the accounts. At least 31 ministries out of 33, about 94 percent, had material audit findings warranting management’s attention. As such 22, about 67 percent of the ministries had qualified (adverse) audit opinions on their appropriation accounts,” reads the executive summary prepared by Ms Chiri. “One of the ministries had a disclaimer of opinion. Out of the 10 ministries with unqualified (non-adverse) audit opinions, either had other material issues reported on. There were 19 fund accounts out of 40 audited had modified (qualified, disclaimer or adverse) audit opinions.” Ms Chiri noted irregularities on overtime allowances. “There were payments of overtime allowances to employees and bonuses to casual workers without approval from Treasury and the Civil Service Commission,” she said. On procurement of goods and services, Ms Chiri said rules were flouted in most ministries.

“This resulted in flouting of formal and informal tender procedures, failure to purchase to best advantage, payment before supply of goods and purchase of overpriced goods and services,” read her report. “Some ministries were effecting payments to suppliers without the prerequisite supporting documents such as invoices, receipts and delivery notes. These deficiencies, if not addressed would continue to drain Government of critical resources.” On revenue collection and debt recovery, audit revealed significant variances amounting to $409 million between the Exchequer bank account and Public Finance management system. “Due to failure by ministries to maintain proper accounting records like properties registers, cash books and ledgers, the amounts disclosed under revenue and debtors were rendered unreliable,” she said. “Weaknesses in debt recovery systems in some ministries resulted in government being owed more than $50 million in respect of various debtors, long outstanding travel and subsistence advances, outstanding revenue (rentals, survey fees and surcharges) and disallowances.” She said if these amounts were recovered it would go a long way in funding government programmes in dire need of funds. Ms Chasi said she feared that the money might not be recovered. “Furthermore audit revealed that a total of $3,3 million was advanced by Government to three parastatals as loans without signing loan agreements. In addition to compromising accountability and transparency, the absence of an agreement outlining obligations of each party may render the recoverability of the loans difficult,” she said. Due to weak internal control systems in most ministries unsupported payments were made and losses resulting from suspected fraudulent activities were incurred involving amounts ranging from $3 000 to $3,5 million. Amai mugabe returns fit and well

The First Lady Dr Grace Mugabe is back in the country after undergoing minor surgery in the Far East.

She arrived at the Harare International Airport Sunday morning accompanied by President Robert Mugabe.

Thousands of Zanu PF supporters thronged the airport to welcome Dr Mugabe who returned home after undergoing surgical procedure to remove the appendix.

The First Lady commended thousands of supporters who came to welcome her and she urged women to work hard despite any challenges for the economic development of the nation.

Amai Mugabe told the supporters of her medical history saying the latest surgery is the third one after undergoing the first one in 1986 where she had surgery to remove tonsils and the second one in 1996 when she had a gall bladder surgery.

She, however, said despite all these minor surgeries she is as fit as ever.

Meanwhile, Zanu PF Secretary for Youths Affairs in the politburo Cde Pupurai Togarepi took a swipe at some media houses and journalists who peddle lies about the health of the First Lady.

He said it is unfortunate that journalists are abusing their freedom and peddle falsehoods against the First Family.

The collection of spot fines from motorists by the police and the impounding of their vehicles if they fail to pay up is illegal and must be stopped forthwith, a High Court Judge has said.

Officially opening the 2015 Masvingo High Court Legal Year yesterday, Justice Francis Bere said there was neither a legal framework nor any law which either compelled a motorist to pay a spot fine or which empowered police to impound someone’s vehicle.

He said Section 356 of the Criminal Procedure and Evidence Act (Chapter 9:07), which is often cited on the matter, did not give police officers powers to force a motorist to pay a spot fine.

Justice Bere said spot fines and their retention by the police needed to be clarified as the matter has caused a lot of debate.

“It has been reported extensively in the media that these collections by the police are meant to meet the force’s pressing operational needs,’’ he said.

“I fully understand the predicament the Home Affairs Ministry finds itself in, but it occurs to me that currently there is no legal framework justifying the manner in which these collections are being done.

“There is no law which compels a motorist to deposit a fine with the police if he desires to challenge the alleged offence, but it looks like the motorists are being forced to pay these fines on our public roads irrespective of their attitude to the charges.

“Any attempt to refuse to pay is met by threats to have the vehicle impounded by the police.’’

Justice Bere decried the continuous flouting of legislation that governs the collection and retention of spot fines, a development he said was affecting the force’s ability to fully execute its core business.
“The Section (356 of the Criminal Procedure and Evidence Act, Chapter 9:07) compels the police to forthwith transmit all the documentation to do with the payment of spot fines to the court for confirmation by a magistrate,” he said.

“All these provisions of the law are being flouted, with everyone watching helplessly whilst this illegality continues. There may be no problems with the police operating as an extension of Treasury, but if that is what is desired, then the legal framework must be put in place to support such kind of a development.’’

Justice Bere said the police were “cursed” if it was true that the force was superintending co-ordinate collection of “security fees” to give commuter omnibus drivers free passage at roadblocks.

“Quite often, one hears of more illegal collections which are being made by the police,” he said.

“There is talk of well co-ordinated collections of security fees on our public roads, particularly from commuter omnibuses, which fees are meant to give commuters free and unhindered passage at police roadblocks.

“If this is true, then the department (police) is surely cursed. How can a nation continue to condone such malpractices which create a breeding ground for corrupt tendencies?

“We talk of determination for the need to rid this country of corruption. How can we achieve this when we allow our police officers to conduct themselves in such a corrupt manner? My view is that all these issues must be seriously looked at and corrective action be taken without further delays.”

Justice Bere said it was crucial for the police to jealously guard its repution as an international brand by fully and fairly playing its role in the justice delivery system.

Turning to the contentious issue of the death penalty, Justice Bere said there was urgent need to align certain laws with the provisions of the new Constitution to avoid confusion.

He said some High Court judges strongly believed that there should be no imposition of the death penalty at the moment until a new law that defines aggravating circumstances was created.

BRUSSELS - The European Union is easing its travel ban on Zimbabwe’s president, Robert Mugabe, while he serves as chairman of the African Union for the next year.EU spokesperson Catherine Ray said Tuesday that the “ban will be lifted when he is traveling under his African Union chairmanship capacity.”

The EU imposed sanctions on Zimbabwe in 2002 over alleged abuses linked to national elections, banning travel in Europe and freezing the assets of dozens of officials and business representatives.

The measures have been gradually lifted in recent years to encourage reform but the Zimbabwean leader and his wife Grace remain on the EU blacklist.-AP

Demolitions imminent, says Harare Town Clerk

The Harare City Council says demolitions of about 20 illegal settlements in the city will commence in the next two weeks.


The council says the process of issuing out letters to those who have built structures in undesignated areas has started.

This follows the results of an audit carried out to establish the exact state of affairs in the capital’s housing.

Council Town Clerk Dr Tendai Mahachi says they have given letters to those with illegal structures up to two weeks to demolish as per recommendations of the joint operations committee report.

“We are also communicating with people to simply say this has been deemed illegal and it has to be removed. Remove it at your own cost so that you can salvage something. We are also putting plans together so that we can remove these illegal settlements,” said Dr Mahachi.

Some structures in Harare have been built on wetlands, under power lines and on top of sewage pipes.

The illegal settlements have been spearheaded by some bogus cooperatives and some land barons who have been fronting the name of Zanu PF.

Zanu PF Harare province chairman Cde Godwills Masimirembwa, however, warned such people not to abuse the name of the party for illegal means.

Zanu PF National Political Commissar Cde Saviour Kasukuwere as well as the Minister of Local Government, Public Works and National Housing Dr Ignatius Chombo have also condemned people who use the name of the party for illegal activities.

Experts this week told the ZBC News that sanity can only be restored in the sector if the city council takes over the planning and administration of housing delivery. ZBC News

HARARE – “Break Up”, yes, there is no better word to describe the announcement by songbird Ammara Brown that she and her musician boyfriend Roki real name Rockford Josphats are “just friends now.”

The announcement is a demotion of their relationship from that of lovers whose wedding bells were expected to ring anytime to that of mere friends with common musical interests and nothing more.
Ammara posted on her Facebook wall revealing the two socialites and celebrities were now friends after she featured on Roki’s sizzling video titled Number 1.
“More than happy to announce my friend Roki’s new video is finally out! *Yes just friends now,” read her Facebook post.
Alluding to her post that suggested they were now friends, Ammara confirmed in an interview with Sunday Leisure that their romance with Roki was over. She said they were now just friends.
“While I posted Roki’s new video on my fan-page, I also announced that he and I are now just friends. I support him in his career, as he does the same for me,” said Ammara.
She, however, could not be drawn into giving reasons for their break up, leaving people to speculate and maybe confirming love author, Anais Nin’s observation that, “love never dies a natural death. However, it was later alleged that Ammara turned down Roki’s marriage proposal pouring ice on the arranged wedding plan.
Ammara said she was happy with them being friends, adding that she was happy with her son who she said was her source of inspiration.
“My son is my sun!! A beautiful 3-year-old who works hand in hand with my insane passion for music,” said Ammara.
Her former boyfriend Roki famed for being a serious womaniser is alleged to be a father of six with five different women and had their wedding plans materialised Ammara was going to be the sixth.
Meanwhile, Ammara who is daughter of the late musician Andy Brown recently excelled at the Coca Cola Top 50 charts.
Her hit song Kure Kure with Jah Prayzah earned her a spot in the charts as she became one of the two female artistes to make it into the Top 10, a feat that could not be achieved by a female artiste last year.
“Coca Cola was also elated that I am one of only two females to make it into the Top 10, because last year, there were none! I thank the Ammartians, who voted so vigorously,” she said.
Heart broken or not, the songstress said she was working hard in her quest to fulfill her musical dream and plans were underway to release four music videos this year.
“I have a brand new Afro Pop single called Havarare. It’s been so well received before it’s even gone on radio. The song like my music with Fuzzy L is soon to be released as well as a video. I’ll be shooting four videos before mid-year. I can also safely say this year the Ammartians can expect my long awaited album,” she said.
In trying to maintain her father’s legacy and contribution to the country’s music industry she has opened up a website for him and plans are on the cards to have an Andy Brown Forever Concert.
“I have a website dedicated to my dad called www.andybrownforever.com. It is also a heads up for the concert I wish to deliver this year in his honour called the Andy Brown Forever Concert. Many artistes ranging from Tuku to Jah Prayzah will all be delivering Andy classics. If I had my way it would be nationwide,” she said. Sunday News

Harare, Zimbabwe - President Robert Mugabe of Zimbabwe takes over the one-year rotating chairmanship of the African Union (AU) on Friday.
But why did the African leaders chose Mugabe, Its because he is a brave man who can stand for what everyone else is afraid to stand for, Total economical freedom.
President Mugabe has implored Africa to re-examine its independence from colonial rule and urged fellow African leaders to be politically-conscious in order to realise the continent’s long-held vision of development. The President appealed to the African Union to spearhead unity and co-operation across the continent.Speaking at a briefing with senior Government officials who attended the AU Foreign Ministers Retreat here, President Mugabe said taking charge of natural resources was the first step towards the African renaissance.
He said apart from being home to enormous mineral reserves, Africa required bold leaders to promote development and defend the resources.
The retreat, where the represented countries, for the first time, unanimously agreed on the problems plaguing the continent and called for a strong, and bold political leadership, ran under the theme, “Agenda 2063: The Africa we want”.
The ministers identified donor-dependence, failure to control natural resources, a dependency-driven education system and the role of the African state as a mere spectator among the major threats to Africa.They also agreed on the need to industrialise, formulate a new strategy to manage relations between Africa and other world economic players, promote intra-continental co-operation and to end conflict in troubled regions.
A report on the retreat would be tabled during the 22nd Ordinary Session of the AU General Assembly, which opens today.“The number one priority has to do with control of resources; that is the starting point. We have given our resources to our erstwhile enemies and that is the situation in every territory,” said President Mugabe.
“In other words, we should examine the issue of our independence once again. We have the minerals here, the soils, the waters. So, what do we lack? Bold leaders, of course. We must be man enough to say, no.”
The President said it was critical for Africa to unite ideologically to ward off Western-interference in their domestic affairs. He also strongly advocated co-operation across and among regions, adding that the African state should desist from being a mere spectator.“Let us learn to deal with ourselves. The trouble is we have no real unity. It is only a unity of geography not of ideology as was the case with our predecessors who visualised the complete freedom of Africa.
“Today, the West enjoys the right to enter, to interfere. It is going to be difficult and, in some cases, more difficult to regain our independence. The campaign has also included destroying organisations which helped us to fight for our freedom. NAM (the Non-Aligned Movement) is gone.“We have got to think, ourselves, how we will unite? “Even beef had to come with minimum processing and with respect of sugar the requirement was that it should come in semi-raw state for processing abroad. Nothing by way of beneficiated products.”Heads of State and Government attending the 22nd Ordinary Session of the AU General Assembly are expected to consider the resolutions.The summit theme is 2014 ‘Year of Agriculture and Food Security, Marking 10th Anniversary of the Adoption of the Comprehensive Africa Agriculture Development Programme (CAADP)’ would be launched thereafter.

I  dont mind not being played by radio DJs who hold 6 months quick, Journalism diplomas, a journalist diploma doesn't qualify you to play and mix music,Talent does, radio is dead, cant compare it to the Bubling Bee, Tinashe Chiname, Dj Scott, Gulaz, radio 3 Days, now radio is full of snobs who are rather followers than trend setters.

Dr Clarence is one of Zims finest Humble talents to inspire other youths into producing, Dr Clarence mentored the likes of DJ Mbale, T Man, DJ Sude, Cure Massive amoung many, also helped the Likes of Dadza D, Shinsoman, Killer T and Guspy Warrior in their grassroots, I am not trying to boast by am challenging all established zim talent to mentor others and not compete with new talent, People where asking me how i feel about terminator calling himself the Dancehall Specialist, and i reply today, He is one of my favourite artist at the moment and ive no problem with him along with Celscious and Kina, these guys will go places,

When recording Audios i dont use a Studio Condenser mic, Thats why my vocals have clarity, Funny isnt it? 

Dynamic microphones are more robust than condensers. and Dynamic microphones can handle higher sound pressure levels than condenser microphones. especially these Zimmdancehall yelling type of vocals, n my entire carrier i have never used Headphones they close the brain and music loses its aquistic feel.

Blood is thicker than water but this is evidently not always in a case where woman is involved. A Lower Gweru man allegedly had an adu****s affair with his elder brother’s wife resulting in the siblings taking each other to the chief’s traditional court for arbitration.

The incident, which has since set tongues wagging in Lower Gweru, occurred in the Shagari-Mdubiwa area under Chief Mkoba.
Chief Mkoba confirmed the incident.He said the wronged brother, Christopher Moyo, 47, claimed that he had on several occasions been warned by family members to be wary of his brother, Lloyd Moyo, 30.The traditional leader said Christopher told his court of how his wife, Siphathisiwe Netha, 40, and Lloyd engaged in playful games, which are “undignified in nature”.Christopher is said to have defended the two as he trusted them.“He said his wife and younger brother had always been too close for comfort although initially he had never given it much thought as he trusted his brother,” said Chief Mkoba.
“He went on to narrate that his worst fears were confirmed when he caught Siphathisiwe in his brother’s room hurriedly trying to spread the bed as if to conceal something.”Netha is, however, said to have denied the allegations when confronted arguing that her husband was blindly clutching at straws in a bid to toss her out of their matrimonial home.She alleged her in-laws were behind her husband’s “weird allegations”.Netha said the in-laws were inciting Christopher to come up with the trumped up charges of adultery since they had always resented her.
The chief added: “The woman accused her in-laws of trying to destroy her marriage on countless times before.“In her defence, she told my court that Lloyd was the only member from her husband’s family who accepted her, hence their close relationship. She vehemently denied that there was anything s*xual going on between them.”The chief granted a separation order and divided the livestock and assets in favour of Netha as she is the one who will live with the children.“It was evident that (Christopher) Moyo was no longer interested in the marriage, so I granted them divorce. I gave Netha four beasts while the husband got three. The woman will also remain at the homestead,” he said.

Macheso fumes on Prophet Magaya story

Sungura King Alick Macheso yesterday poured cold water on the report by The Herald that his quagmires have forced him to seek salvation at Prophet Walter Magaya’s PHD church.

He said there was nothing wrong with going to church and when he does it would be public knowledge.

School that charges $1,500 a term in Bottom 10 list

Three of Bulawayo’s top private schools failed to justify the high fees they demand after they performed dismally in the November 2014 Grade 7 examinations.

Carmel Primary School, Petra and Whitestone are all in the bottom 10 of Bulawayo’s 120 primary schools, according to the Ministry of Primary and Secondary Education’s results analysis.
Whitestone Primary School, whose fees are pegged at $1,500 a term, recorded a 15 percent pass rate with Petra Primary School slightly better with 31,80 percent of its pupils successful. Parents sending their children to Petra must part with $1,070 per term.
Carmel Primary School, which charges fees of $1,000 per term, recorded a 35,70 pass rate.
Among the 10 worst performing schools are Hyde Park Primary, Mthombothema, Hope Fountain, Aisleby, Mbuyazwe, Tsetse and Mbonqane.
Mbonqane Primary School in Khami was the worst performer, bringing the rear with a zero percent pass rate – a 12 percent decline from 2013.
Riverside Stimulation Centre, according to Zimsec statistics, is officially the best primary school in Bulawayo Province after recording a 100 percent pass rate – a feat which also saw it share the national number one spot with 39 other schools.


Graded by the number of pupils who sat for the exams, Redcliff Primary School in Kwekwe – with its 152 pupils who excelled – is the best school in the country after achieving a 100 percent pass rate. By comparison, Riverside had 12 pupils writing Grade 7 exams last year.


Bulawayo province recorded an average 85 percent pass rate. Fairview Primary School dropped from pole position to second with a 96,7 percent pass rate.
Centenary Primary School moved from second position last year to third with a 96 percent pass rate followed by Dominican Convent in fourth position with a 95,3 percent pass rate.
Mahatshula – which charges fees of just $61 per term – was fifth with a pass rate of 94,9 percent after 98 pupils sat exams. St Patrick’s, Mackeurtan, Coghlan and Amavene also made it into Bulawayo’s ten best schools.
ZRP Ross Camp Primary went in the wrong direction, shifting from the top three to eighth position with a 94,4 percent pass rate. The school has been consistent by maintaining a high pass rate in past examinations.Masiyephambili, SOS, and Pelandaba dropped out of the Top 10 schools this year although they recorded pass rates of above 90 percent.
Over the years, most privately-run primary schools in Bulawayo have performed dismally in Grade 7 examinations, despite the high charges. The excuse usually touted is that the two languages tested at Grade 7- Shona and Ndebele – are not the languages of choice. They are not spoken at home by the pupils, who typically have well-to-do parents who prefer to speak in English, the status language of the middle classes.


When calculating the pass rate, a pupil is considered to have passed if he or she achieves at least six units or better in all four subjects, and their aggregate mark is 24 units and below. One unit is awarded for an excellent mark, with nine units used to indicate a dismal mark.


Bulawayo Provincial Education Officer, Dan Moyo, said he was impressed by the results although there was room for improvement.
“We’re quite impressed with the Grade 7 results for this year because they show an increase in the number of pupils who passed their examinations,” said Moyo.
The province recorded an improvement in the pass rate from 80 percent pass rate in 2013 to 85 percent recorded in last year’s examinations.
A total of 13,711 pupils sat for the Grade Seven examinations last year.
He said the ministry was engaging the worst performing schools to understand why they were failing to produce good results.
“I’ve been meeting the school heads to try and understand some of the challenges they’re facing regarding their schools’ performances,” said Moyo.


He said some of the worst performing schools were facing challenges that include staff accommodation shortages, forcing some teachers to cover distances of about 25km daily.
“Some of the pupils in these schools are in farming communities. They’re loaded with too much work before and after school and this affects their performances,” said Moyo.
The 2014 national average pass rate was 38,13 percent up from 32,20 percent in 2013.
Zimsec director Esau Nhandara said: “There was a significant improvement in the performance of candidates this year across all subjects. The trend is that female candidates perform better than male candidates across all subjects.” The Chronicle

Zanu-PF legislator for Mhondoro-Ngezi Mike Gava has been taken to the Civil Court by his wife Tendai Wenyika on allegations of neglecting their child.
Wenyika is claiming US$930 for her upkeep and that of the one-year old baby.
In her application, Tendai Wenyika claims the lawmarker was not contributing anything towards the upkeep of his son Mike Saviour Gava.
“He never paid a single cent for his son yet he is gainfully employed,” reads part of Wenyika’s application.
Wenyika is demanding US$50 for rates, electricity and water US$50, telephone US$10, groceries US$200, maid US$100, crèche fees US$300, clothes US$50, holidays US$20, incidents US$50 and an additional US$100 for her upkeep.
“He is a Member of Parliament and earns US$1 800 per month,” she said.
Last year, Wenyika assaulted a woman whom she suspected of being in an adulterous relationship with her husband.Herald
